General Statement of Duties

The Lancaster County Planning Commission is seeking to supplement its professional staffing for the Community Planning Division with an individual experienced in planning for agricultural and rural lands.  The ideal Senior Community Planner candidate will be a certified professional planner experienced in addressing the planning challenges found in agricultural land-use practices and rural land stewardship who understands the interdependence of rural and urban lands. 

A community planner is assigned to a set of municipalities and serves as the representative of the planning commission to those entities.  A community planner is expected to work effectively with municipal officials on a range of community planning issues.  A key programmatic responsibility is the successful implementation of the Rural strategy of the Growth Management Element of Envision Lancaster, the Lancaster County Comprehensive Plan.  The community planner may also be assigned to administer Lancaster County subdivision regulations for specified municipalities.

Experience and Training Qualifications

A master’s degree in urban or regional planning, or related field, and three years of relevant experience in community-related planning, or a bachelor’s degree in urban or regional planning, or related field, and five years of relevant experience in community-related planning, are required.  Accreditation by the American Institute of Certified Planners is highly desirable, as is professional planning experience in linking sustainable agricultural production, the rural economy, and the rural community.

Demonstrable working knowledge of agricultural and rural lands planning, zoning, and subdivision practices.

Good computer skills to take advantage of Lancaster County's GIS capabilities, web interface and computer tracking of projects

Excellent analytical and writing skills.

Public speaking ability and the ability to make public presentations.

bullet

Ethical commitment to the practice of public planning.

bullet

The ability to furnish personal transportation to municipal meetings.
