REQUIREMENTS
Possession of
a valid Oklahoma driver's license or valid driver’s license from state of
residency at date of hire.
EDUCATION AND EXPERIENCE
Graduation
from an accredited four-year college or university with a degree in land-use
planning, urban planning, landscape architecture or a closely related field
and five years of increasingly responsible experience in municipal and
transportation planning; or any equivalent combination of education and
experience with additional education substituting on a year for year basis
for the required experience.
KNOWLEDGE, SKILLS AND ABILITIES
Ability to
comprehend City Code and related land use regulation documents. Ability to
review, analyze and interpret property legal descriptions, covenants,
agreements and conditions of approval. Performs complex and sensitive work
in planning research, zoning and/or urban conservation. Knowledge of the
practice of transportation planning. Knowledge of federal, state and local
regulations pertaining to municipal planning, land subdivision, zoning,
environmental impact reports and land use. Preparation of grant
applications. Ability to establish and maintain effective working
relationships with others. Strong research, writing, and public speaking
skills are needed. Ability to effectively communicate in the English
language complex issues orally and in writing with architects; contractors;
developers; owners; supervisors; employees; Federal, State, and local
elected and appointed officials; and the general public. Ability to operate
the following tools and equipment: personal computer, including word
processing, spreadsheet, database, and GIS software; motor vehicle;
calculator; telephone; copy and fax machine; and various graphic design
tools.
JOB
DUTIES
Supervises
short, long term and complex assignments with responsibility for project
development. Supervises and trains transportation planners in their areas of
work. Assists in budget preparation and administration. Interprets air
quality environmental laws and regulations related to transportation.
Assures City projects and municipal code amendments are in compliance with
state and federal environmental regulations. Analyzes current conditions and
determines the future needs of the community. Provides staff support to the
Metropolitan Planning Organization, Transportation Technical Committee,
Transportation Policy Committee and Air Quality Committee. Assist Lawton
Area Transit System (LATS) manager with transit system (i.e. rider-ship
surveys, route maps/studies, etc.). Administers annual transportation work
products and various other projects.
**This
position requires successful completion of a City of Lawton drug screen and
may require a physical examination as a condition of employment.**
