Introduction to Position
The position of Community Resource and Planning
Director is a multi functional position. There are two main areas of
responsibility and emphasis.

The first major area of emphasis is supervising the operation
and management of the City Park, recreation, culture, and cemetery
programs. The City has an extensive park system consisting of 15 parks and
more then 120 acres. These parks are host to sledding hills, skate park,
ball parks, playgrounds, wildlife interactive parks, dog walk parks, and
most recently the beginnings of a handicap hunting park. The parks and
associated assets are the core of our revitalization emphasizing quality of
life and an effort to redefine who we are and what we are. Under this
category also falls the City tree program and street beautification
program. The director will prepare information and recommendations for the
Parks, Recreation, and Cemeteries Commission and serve as their primary
advisor.

The second area of emphasis is the administration of the City
zoning code as well as the implementation of the City comprehensive plan and
revitalization plan. Under this area of responsibility the director will
help guide the community in the direction it has defined through the long
term comprehensive plan as well as the revitalization plan. Additionally
the director will oversee the implementation of the Springbrook watershed
and revitalization plan, which is part of the community revitalization
program. The director will be responsible for the development of
information for the Planning Commission, coordination of site plan reviews,
intergovernmental land use planning, and City liaison to community
organizations for the coordination of community based activities.
Though these are the primary areas of concentration for
the director’s position, they are not solely the concern and responsibility
of the director alone. The City follows a team approach to its governmental
operations and oversight responsibilities. Through the team approach the
various departments and supervisors work together to resolve problems and
obtain our primary objective of building a stronger, highly efficient
community, maximizing resources available to us.
