Summary

The City of Prairie du Chien in coordination with the Crawford County Transportation Coordination Committee (TCC) and with grant assistance from the Wisconsin Department of Transportation is seeking responsive and responsible consultant services for the completion of a Commuter Bus Feasibility Study for the Prairie du Chien - LaCrosse Wisconsin Corridor.  If financially and operationally feasible, the goal of the City of Prairie du Chien is to establish commuter bus service to corridor communities within 12 - 18 months of the Study’s completion.  The TCC will provide input and oversight for this project.  Garth Frable will serve as primary contact.

March 22, 2010 - 3 PM.  Sealed proposals for the project will be received by Julie Jackson, City of Prairie du Chien, City Hall; 214 East Blackhawk Avenue, PO Box 324; Prairie du Chien, WI 53821 until the Proposal Deadline.  Proposal envelopes are to be marked “Proposal For Commuter Bus Feasibility Study.”  Late proposals, faxed proposals, emailed proposals, or unsigned proposals will be rejected.  Submit five copies of the proposal.  There will not be a public opening for this RFP.

Project Scope

The Feasibility Study will include the following:

ü  Inventory and analyze existing transit services, traffic patterns and traffic levels in the corridor, gather data from transportation providers and human service organizations, and analyze and document necessary demographic and socioeconomic data.

ü  Determine bus option ridership forecasts.

ü  Develop multiple service options.

ü  Analyze and document each service option for service start-up and service maturity, including but not limited to: termini, routing, intermediate stops, connections with existing transit services, hours of operation, service frequency, travel time, vehicle platform hours and vehicle platform miles, and vehicle requirements.  Evaluate each service option in the context of improving accessibility and mobility for the transportation disadvantaged, low income, disabled, and commuting public, to meet the public demand for transportation services to and from work, medical, shopping, and other activities with the objective of improving the quality of life, independence, and dignity of those using the system.

ü  Estimate the transit ridership potential of each of the options under consideration at service start-up and service maturity.

ü  Develop operating and maintenance costs for service options.

ü  Develop capital costs associated with the proposed service options.

ü  Evaluate the proposed service options based on their ridership potential, cost-effectiveness and other transportation and environmental impacts.

ü  Develop a financial plan for both the necessary capital investments and ongoing transit operations, including a proposed fare structure and other possible funding sources.

ü  Develop implementation strategy and timeline.

ü  Initial project planning meeting with Crawford County Transportation Coordination Committee (TCC) and presentation of at least two interim progress reports and final report to the TCC.

 

 

Proposal Contents

Work Plan

Proposals should describe how the Consultant will address each item outlined in the Project Scope.  Describe tasks to be completed and provide a detailed timeline.

Qualifications

Proposals should describe the Consultant’s qualifications for this project.  List members of the project team and briefly describe their qualifications and related experience.  Include a detailed resume and a time commitment for each person to be assigned to the project.  Describe similar projects the project team has completed including name of the client and a reference who may be contacted. 

Budget

Provide a detailed budget consistent with the work plan.

Emphasis to be placed upon providing information on project approach, similar projects recently performed, and availability and qualifications of staff.  Clarity, brevity, and precision in the proposal are required.

 

 

Proposal Evaluation

Experience of the Firm (20 points)

ü  The comprehensiveness, creativity, appropriateness, and quality of experience of the members of the firm.

ü  Responses of the references.

ü  Presence of the required disciplines.

ü  Demonstrated experience with performing comparable work.

ü  Demonstrated knowledge of the Corridor area. 

ü  Demonstrated ability to work with policy makers in facilitating decisions.

ü  The ability to translate the project scope into action as demonstrated in past experiences.


Experience of Personnel (20 points)

ü  Experience, reputation, and interpersonal skills of the project manager, including demonstrated ability to successfully lead and implement projects.

ü  Creativity and interpersonal skills of key project staff.

ü  Level of effort and participation of key personnel.

ü  Experience, education, and qualifications of key personnel with similar roles and projects.

ü  Ability to help decision-makers reach conclusions that are implementable.

ü  Demonstration of availability of key staff to complete the project in an expeditious manner.

ü  The ability to work with multiple agencies to reach consensus on project outcomes.


Work Plan (40 points)

ü  Thoroughness and responsiveness to the RFP.

ü  Ability to suggest ways to accomplish objectives of the RFP in a creative manner.

ü  Understanding of the project objectives and work tasks.

ü  Scope of work approach, timing, staffing, and substance.

ü  Ability to complete the project in a timely manner.

 
Cost Allocation (20 points)

ü  Proposed budget and justification of costs.

ü  Allocation of resources among work tasks (including person/position hours).

ü  Ability to perform project within a budget, including demonstrated work efforts of a similar nature that came in at or under budget. Provide specific studies and names and phone numbers of contact persons.

 

Based on evaluation of the written proposal, the evaluation committee may require additional information from the top-scoring proposers to clarify/confirm proposal information.  Additional information obtained may be any or all of the following: proposer interviews, reference reviews, proposer presentations.  Failure of a proposer to fulfill or accommodate additional information requests may result in rejection of that proposal.

 

 

Rights Reserved

The City of Prairie du Chien reserves the right to waive any irregularities which may or may not be in the City’s best interest.  The City reserves the right to accept or reject any and all proposals, and may select the proposal which in the opinion of the City is the most advantageous to the City of Prairie du Chien.

 

 

Warranty

By the act of submitting a proposal, the proposer warrants that:

ü  Proposer and its subcontractors carefully and thoroughly reviewed the RFP and found it complete, free of ambiguities, and sufficient for the purposes intended; and

ü  Proposer and all workers, employees, and subcontractors are skilled and experienced in the type of work represented by the RFP; and

ü  Proposal is based solely upon the RFP and properly issued addenda and not upon any other representation; and

ü  Neither the proposer nor its employees, agents, or subcontractors have relied upon any verbal representations allegedly authorized or unauthorized from the City, its employees or agents, in assembling the proposal.

 

 

Proposal Format

Proposals shall be prepared double-sided on 8½” by 11” non-glossy, recycled-content, white paper, with all text clear of binding. Use of 11” x 17” fold-out sheets for large tables, charts, or diagrams is permissible, but should be limited.
